UNECE said the next GRVA meeting should finalize guidance for the ADS regulation

A release dated October 26 reported the United Nations working party on automated vehicles expects to complete the guidance and interpretation document for the automated driving systems regulation in mid-January.

The United Nations Economic Commission for Europe said in a release dated October 26 that the next meeting of its Working Party on Automated/Autonomous and Connected Vehicles, to be held in mid-January 2027, is expected to finalize the guidance and interpretation document for the regulation on automated driving systems.

The release reported proceedings from a week of engagements in China, including the World Intelligent Connected Vehicle Conference. Dmitry Mariyasin, UNECE deputy executive secretary, told the conference opening on October 21 that 2026 marks a milestone with the adoption of the international regulatory framework for automated driving systems.

Richard Damm, who chairs the working party, presented experience with developing and implementing the regulation. Its secretary presented highlights from the June 2026 session, decisions on documents and subgroup structure, and information from the informal working group on the safe use of automated vehicles in traffic. Implementation presentations came from Transport Canada, from RDW, the Netherlands vehicle authority, on assessing an end-to-end artificial intelligence system for driving automation, and from the Russian Federation. Representatives of SAE International, ISO and IEC presented recent standards from their organizations.

China’s foreign experts advisory group on intelligent connected vehicles met the working party’s vice-chair and secretary and the co-chair of the informal group on intelligent transport systems. UNECE said that exchange covered implementation of the automated driving rules, practice on software-defined vehicles and vehicle and infrastructure communication. The session was closed by Chen Chunmei of China’s Ministry of Industry and Information Technology, who is also a vice-chair of the working party.

Why it mattersThe regulation text is adopted but the guidance and interpretation document is what approval authorities will actually read when they assess a manufacturer's automated driving system, so its completion date is the date the regime becomes usable.
