August was the month the argument about vehicle software turned into an audit: China made driver-assistance validation, cybersecurity and update logging conditions of market access, proposed to settle manufacturer liability for autonomous driving in statute, and the United States granted the first commercial exemption for a car built without a steering wheel.

August moved vehicle software from something companies described to something they had to evidence. China set the pace: four ministries opened a year-long national inspection campaign that made driver-assistance validation, cybersecurity and update logging conditions of market access, and a draft revision of the Road Traffic Safety Law proposed to settle in statute who answers when a traffic violation happens with the autonomous function switched on. The United States answered the same question one vehicle at a time, granting Zoox the first commercial exemption for a purpose-built robotaxi and, in doing so, publishing a template for certifying a vehicle whose safety case rests entirely on software. On the engineering side the architectures caught up with the rhetoric: BMW made a full active-safety suite standard on a single central computer, Mercedes-Benz extended MB.OS across the combustion half of its highest-volume family, and AUTOSAR replaced twenty years of specification-only work with a shared code implementation. The capital followed the same line, with Volkswagen’s software arm converting a loan to Horizon Robotics into a near-10 percent shareholding and Porsche selling the consultancy it spent a decade building.

BMW made its new active-safety suite standard on a single central driving computer BMW Group said every new active safety, automated driving and parking function arriving with the Neue Klasse runs on one water-cooled computer carrying roughly 20 times the processing power of the outgoing system. Why it matters: Consolidating assistance, automated driving and parking onto one computer turns each new safety function into a software release rather than another control unit, and BMW is now shipping that arrangement as standard equipment.
Volkswagen’s Cariad converts its Horizon Robotics loan into a 9.9 percent stake Volkswagen’s software subsidiary closed a debt-to-equity conversion on August 3, turning a 2023 loan to the Chinese driver-assistance chip designer into a near-10 percent shareholding. Why it matters: A supplier relationship has become a shareholding, which is a far harder position to unwind than a licensing deal if export controls tighten around Chinese driving compute.

China’s MIIT spot-audits Chery, NIO and JAC on connected-vehicle safety Ministry inspectors spent two days at three Anhui automakers, randomly selecting sample vehicles and battery packs on site for national-standard compliance testing tied to production access. Why it matters: Production access is the one lever that reaches every model a Chinese automaker sells, and the ministry is now pulling it on the strength of software safety capability rather than paperwork.
ITU-T consents its first software-defined vehicle Recommendation, F.749.22 The UN telecommunications standards body’s Study Group 21 consented a Recommendation setting functional requirements for software-defined vehicle services built on vehicle gateway platforms, and South Korea’s ETRI announced it on August 6. Why it matters: Standards for vehicle software have mostly come from automotive bodies such as UNECE and ISO, so a functional baseline for software-defined vehicle services emerging from the telecommunications side places a reference definition outside the type-approval system that governs the vehicles built to it.
China logs two software recalls on GAC Toyota’s bZ7, both remedied over the air Regulator filings cover 39,552 electric sedans with gear-shift and thermal-management software defects — the fix is a free OTA push beginning August 1. Why it matters: China’s recall machinery now treats an OTA push as a standard remedy — the regulatory infrastructure for software-defined vehicles is running as routine, not exception.
